of Project
Reclamation (lead agency, NEPA) proposes to purchase
up to 137,500 acre-ft of water annually from the
San Joaquin River Group Authority (lead agency,
CEQA) to meet fish and wildlife needs in the San
Joaquin Valley. The water would be released for
instream flows in the San Joaquin River and its
tributaries (Stanislaus, Tuolumne, and Merced rivers).
Reclamation needs to acquire the water to provide
for migration and attraction flow conditions for
anadromous fish in accordance with the fish, wildlife,
and habitat restoration purposes and measures authorized
by the Central Valley Project Improvement Act. The
water would support the Vernalis Adaptive Management
Plan (VAMP) and provide protective measures for
fall-run chinook salmon in the San Joaquin River
